Commander Defence Force Commodore Floyd Moxey has returned from a pivotal strategic visit as Distinguished Guest at the Indian Navy’s International Fleet Review (IFR) 2026, in Visakhapatnam, India from 16-20 February 2026.
The event held under the theme “United Through Oceans”, brought together 74 countries, marking a grand maritime spectacle that showcased global naval cooperation, professional camaraderie and India’s maritime capability. IFR 2026 marked the third International Fleet Review hosted by India, following earlier editions at Mumbai (2001) and Visakhapatnam (2016).
On Tuesday 17 February 2026, Commodore Moxey and Mrs. Moxey accompanied by Captain Glenn McPhee, Command Staff Officer attended the Presidential Banquet at the Visakhapatnam Naval Base and a ceremonial band performance at the Eastern Naval Command officers’ mess.
On Wednesday 18, Commodore Moxey and Mrs. Moxey was a part of the Distinguished Guest, led by The Honourable President of India, Smt. Droupadi Murmu, and Supreme Commander of the Armed Forces, onboard INS Sumedha, an indigenously built Offshore Patrol Vessel, which served as the Presidential Yacht for the occasion to review the Fleet. During the Fleet Review, ships were anchored in six columns approximately 14 miles off Visakhapatnam. As the Presidential Yacht navigated the columns, the President received the salute from each ship in the columns.
A total of 85 ships, including 19 foreign warships participated in the fleet review, reflecting the scale and diversity of maritime participation. The review also featured three Indian Navy submarines, one French Atlantique maritime patrol aircraft, and participation by over 60 aircraft, underscoring the multi-domain operational capability and the coordinated maritime presence on display. “The display underscores India’s strategic autonomy and its evolving role as a “Global Security Partner” in the Indo-Pacific region.”
The review also included the Indian Naval Air Arm, marked by a fly-past of helicopters and fixed-wing aircraft. This was followed by a mobile column of warships and submarines steaming past the Presidential Yacht. The event further featured maritime and waterfront demonstrations, including a Parade of sails, Search and Rescue operations and aerial manoeuvres by Hawk aircraft.
The Honourable President of India, Smt. Droupadi Murmu, emphasized, “The spirit of friendship on display today through participation of so many friendly foreign countries highlights the truth that we are collected rather than divided by the seas.
On Thursday 19 February 2026, on the margins of the Indian Navy’s International Fleet Review (IFR) 2026, Commodore Moxey held Bilateral talks with Vice Admiral Krishna Swaminathan, FOC-in-C (West) at Headquarters Eastern Naval Command, Visakhapatnam to discuss opportunities for maritime cooperation. Subsequently, it was proposed to send a Scoping Team to visit the Indian Officer Training Schools and Shipyards to better inform the RBDF of the quality and availability of both training and Shipbuilding opportunities.
Later in the afternoon, Commodore Moxey, Mrs. Moxey and Captain McPhee attended the International City Parade and viewed the Operational Demonstration, a highlight of the ongoing MILAN-2026 naval exercise. The Governor of Andhra Pradesh Syed Abdul Nazeer was the chief guest and reviewed the parade.
On Friday 20 February, Commodore Moxey attended the Indian Ocean Naval Symposium (IONS). The symposium included the participation of the Chief of Navies and Heads of Maritime Security Agencies of 33 member and observer states of the IONS.
