Defence Headquarters, 12 APR. 25 (RBDF): The Royal Bahamas Defence Force extends its deepest and most heartfelt condolences to the family, loved ones, and colleagues of the late Senior Lieutenant Elwood Simms, who passed away on April 12, 2025.
A proud son of Hawksbill, Freeport, Grand Bahama, Senior Lieutenant Simms faithfully served the Defence Force for over 25 years. He enlisted as a recruit in New Entry 32/Women Entry 6 on April 14, 1997, and quickly distinguished himself as a dedicated and capable Marine. Following his successful completion of initial training, he was posted to the Engineering Department, where he became an integral part of the Base Maintenance Team. His hands and heart contributed to the construction of the administrative building in Matthew Town, Inagua, and the renovation of the Training Centre at Coral Harbour Base.
In pursuit of professional growth, he attended the Federal Aviation Administration (FAA) Academy in Oklahoma City in 1999, where he successfully completed both the Basic and Customized Air Traffic Control and Terminal Radar Training Courses. Upon return, he was attached to the Civil Aviation Department for further training and certification. His technical expertise was enhanced through additional local and international training, including Electrical Installation at BTVI and specialized courses with the United States Coast Guard Training Center in Yorktown, Virginia.
In 2013, guided by a passion to lead and serve with distinction, he was nominated for Officer Candidate School at the United States Coast Guard Academy in New London, Connecticut. Upon graduating, he was promoted to Sub Lieutenant and reassigned to the Engineering Department. He received his commission in May 2014, and later obtained his Bridge Watchkeeping Certificate in May 2016 while posted aboard HMBS Leon Livingston Smith. His unwavering work ethic and leadership led to his promotion to the rank of Senior Lieutenant in 2019.
Throughout his career, Senior Lieutenant Simms served in numerous vital capacities—first as an enlisted Marine, and later as a Commissioned Officer. His roles included assignments in Safety Stores, Hull Workshop, and onboard HMBS Nassau as a Hull Engineering Technician, where he was responsible for plumbing, carpentry, welding, and crane operations. Upon returning to the Shipyard, he served as a shift-lift operator and dockyard hand. He also contributed to the development of future leaders as a Ranger Instructor and supported morale and teamwork across the Force as team manager for the RBDF Stingrays Volleyball Team.
As an officer, he held the positions of Hull Engineering and Safety Officer, Coordinating Officer for Military Aid to Civilian Authorities, Logistics Technical Officer, Operations Officer (HMBS Nassau), and Base First Lieutenant. His final appointment was as Executive Officer aboard HMBS Lawrence Major, where he also served as the Engineering and Operations Officer.
Senior Lieutenant Simms was revered by his peers and superiors alike for his professionalism, maturity, and initiative. He was known for his exemplary military bearing, remarkable intellect, and his ability to lead effectively—even under the most challenging conditions. His commitment to the mission and values of the Defence Force left an indelible mark, particularly within the Engineering Department, where his contributions were both substantial and enduring.
In recognition of his service, he was awarded the Defence Force Long Service and Good Conduct Medal with Clasp and Rosette, the Queen’s Platinum Jubilee Medal, National Security Council Commendation for his role in HMBS Lawrence Major’s Disaster Relief and Recovery Operations in the Commonwealth of Dominica, and Commander Defence Force Commendation.
