Commodore Floyd P. Moxey,
LLB, CLE, Esq

On May 8, 2025 Commodore Floyd P. Moxey became the 9th Commander Defence Force. He is a distinguished Bahamian military professional and legal expert, renowned for his learned, intentional, and diplomatic approach to national service. With over four decades of dedicated experience spanning the Royal Bahamas Defence Force (RBDF), the Office of the Attorney General, and the Ministry of National Security, Commodore Moxey has consistently exemplified reliability, professionalism, and strategic vision—qualities essential for effective leadership in complex environments.

Born in Mangrove Cay, Andros, to Moody and Doris Moxey (both deceased), Floyd Moxey began his educational journey at the Burnt Rock All-Age School and later excelled academically at C.C. Sweeting High School, graduating in 1979. He achieved a Diploma in Electronics and Radio Communications from the College of The Bahamas in July 1981. 

Commodore Moxey enlisted in the RBDF in January 1982 as a member of Entry 11, starting as a Marine Mechanic and advancing through a series of technical, operational, and management roles. His technical training was further enhanced through advanced studies in radar and communications at the United States Naval Training Command (Great Lakes, Illinois), and leadership development at the United States Coast Guard Academy (Connecticut).  His assignments have included Radio and Radar Technician on several RBDF vessels, Administration Officer (HMBS Coral Harbour), Engineering Officer (HMBS Nassau), Commanding Officer (HMBS Matthew Town), and the Force’s first Aids to Navigation Officer. He also served as Base Executive Officer at Coral Harbour, demonstrating sound judgment, legal agility, and a commitment to operational excellence.

A lifelong learner, Commodore Moxey reenrolled at the College of The Bahamas in 1992, completing an Associate of Arts in Electronic Engineering Technology. In July 1999, he was selected as an Officer Candidate and in October of that same year commenced training at the United States Coast Academy, New London Connecticut, U.S.A.  He graduated in February of 2000, and on returning home was promoted to the rank of Sub Lieutenant.

He went on to earn his Bachelor of Laws (LLB Hons.) in 2008 from the University of Wolverhampton, and his Certificate of Legal Education from Eugene Dupuch Law School in September 2011. He was called to The Bahamas Bar a month later and was seconded as Crown Counsel at the Office of the Attorney General, where he contributed to both the International Legal Affairs Unit and the Criminal Prosecution Department.

Returning to the RBDF in August 2017, Commodore Moxey became Staff Officer, Legal Affairs, providing critical legal guidance and helping shape the Force’s legal and policy framework. In this capacity, he drafted, among other things, the practical document for the implementation of the Court Martial and the Extension of Service Paper for Enlisted personnel, making a lasting contribution to the RBDF’s internal governance and discipline.

In October 2021, he was appointed Legal Counsel to the Ministry of National Security, where he advised the Royal Bahamas Defence Force, the Royal Bahamas Police Force, the Bahamas Department of Correctional Services, and the Parliamentary Registration Department. In this capacity, Commodore Moxey gained a comprehensive, bird’s-eye view of the nation’s security landscape, working across agencies and offering legal guidance on matters of national importance. This unique vantage point enabled him to see the interconnections between enforcement, corrections, and public policy, sharpening his ability to anticipate challenges, align strategies, and support coordinated action. Such experience has strengthened his leadership, deepened his appreciation for collaboration, and equipped him with the strategic insight essential for guiding multi-agency operations at the highest level.

Commodore Moxey’s professional training includes advanced coursework in Maritime Defence, Counter-Terrorism Law (Defense Institute of International Legal Studies, Rhode Island), and Aids to Navigation (US Coast Guard, Yorktown, Virginia).

Commodore Floyd P. Moxey is intentional and diplomatic, with a proven record of senior leadership, policy development, and sound judgment in high-stakes environments. He brings deep expertise in legal affairs, contributing to both policy and regulatory improvements across national security institutions. His calm and strategic approach to crisis management, coupled with a technical background in electronics and maritime communications, allows him to address complex operational and technological challenges. Commodore Moxey also leverages a strong understanding of international law and counter-terrorism, providing guidance on security frameworks and best practices at the national level.

His service has been marked by a series of honors reflecting his dedication and professionalism. He is the recipient of the Royal Bahamas Defence Force Distinguished Service Award, the Meritorious Award, and the Long Service and Good Conduct Award—each underscoring his consistent commitment and integrity. His leadership and exemplary conduct have also earned him the National Security Commendation and the Commander Defence Force Commendation. In recognition of his service to the nation, Commodore Moxey was awarded the Queen’s Silver Jubilee Award.

Beyond his official duties, Commodore Moxey is deeply committed to community and faith, serving as Deputy Grand Knight of the Knights of Columbus and as a leader within the Saint Francis Churchmen Association. He is an active member of Saint Francis Xavier Cathedral. Commodore Moxey is married to Theresa Sturrup and is the proud father of three children—Marcus, Maurice, and Theresa—and an active grandparent. He enjoys reading, traveling, and jogging.
