DEPUTY COMMANDER DEFENCE FORCE CAPTAIN NATASHA MILLER CONCLUDES HIGH-LEVELSTRATEGIC MISSION TO RHODE ISLANDDefence Headquarters, 1 December 2025 (RBDF)–Deputy Commander Defence Force (DCDF) CaptainNatasha Miller has returned from a pivotal strategicmission to the United States, where she reinforcedthe Royal Bahamas Defence Force’s (RBDF) long-standing partnership with the Rhode Island NationalGuard (RING) and oversaw the commissioning of the Force’s newest cohort of officers.The four-day mission,spanning 17–20 November 2025, focused on high-level bilateral talks to modernizeForce policies and prepare for the upcoming 20th Anniversary of the State Partnership Program (SPP) inJanuary 2026. This engagement directly advances Commodore Floyd Moxey’sstrategic mandate to”Optimize Excellence by Bridging Generations and Embracing Modernization” by securing internationalresources and expertise.
Strengthening the 20-Year Partnership. Accompanied by Chief Petty Officer Carla Cummings, CaptainMiller, thefirst woman to hold the appointment of DCDF met with senior U.S. military officials at the RINGJoint Force Headquarters at Camp Fogarty on 18 November. The delegation was received by U.S. ArmyMajor General Andrew Chevalier, Adjutant General of Rhode Island and Commander of the RING, andhis executive staff.
Discussions centred on critical areas of institutional growth, including advanced recruitment and retentioninitiatives, personnel readiness systems, and standardization procedures. These talks alignwithCommodore Moxey’s priority to “recruit for quality and skill” and ensure the RBDF is equipped for amodern security environment. “We will deepen interagency cooperation, especially with our US andregional allies,” Commodore Moxey has stated regardinghis strategic vision.Captain Miller’s visit operationalized this goal, securing knowledge exchange on electronic file reportingand promotion standards that will assist in the digitizing of RBDF personnel records.Modernizing Air & Logistics Capabilities. The delegation also toured the Quonset Air National Guard Base(ANGB) and Army Aviation Support Facility on 19 November. This included a review of C-130J aircraftcapabilities, a crucial step as the RBDF seeks to “move to a predictive supply model” andinvest in newaviation technology and maintenance contracts under Commodore Moxey’s “Logistics, Engineering & AirWing” pillar.
Bridging Generations-From Strategy to New Leadership. Connecting high-level strategy to the nextgeneration of leadership, Captain Miller concluded her tour on 20 November by attending the graduationof four RBDF officers at the United States Coast Guard Academy (USCGA) in New London, Connecticut.Sub Lieutenants Mirza Turnquest, Jermaine Baker, Otis Ferguson, and Paul Rolle II completed theintensive 12-week Officer Indoctrination School (OIS), a curriculum designed to enhance decision-makingand command readiness.
